Admiva's answer is to hold the pieces a transcript is drawn from — academic setup covering programs, terms and curriculum, enrollment management, grading, and registrar and student records — as one record rather than separate books, so TOR generation reads from it instead of the registrar rebuilding it by hand.

Academic setup and enrollment management are separate modules: programs, terms and curriculum are configured, and enrollment runs against that configuration each term. Grading attaches to the same structure, which is what leaves the record complete enough to generate from later. Students have a portal of their own.
Document control and records management ship as modules separate from registrar and student records. Issuing a document and keeping custody of it afterwards are different jobs, and Admiva is built to treat them that way.
